Following the entry into force of Spanish Royal Decree 1055/2022 on packaging and packaging waste, together with the regulations governing waste electrical and electronic equipment (WEEE), companies not established in Spain are required, where applicable, to appoint an Authorised Representative responsible for fulfilling their obligations under the Extended Producer Responsibility framework.

Our services cover the complete process of integrating a foreign producer into the Spanish EPR system. During the initial stage, we prepare the documentation required to appoint Tedalian as the client’s Authorised Representative, arrange the necessary powers of attorney and manage the conclusion of agreements with the relevant collective Extended Producer Responsibility schemes (SCRAP), particularly Ecoembes for packaging waste management.
The next stage involves registering the producer with the Register of Product Producers (Registro de Productores de Producto) administered by the Spanish Ministry for the Ecological Transition and the Demographic Challenge (MITECO). As part of this service, we prepare the required documentation, complete the producer’s electronic registration and manage communication with the relevant public authorities.
A key element of our service is the ongoing management of producers’ reporting obligations. Tedalian prepares and submits annual declarations concerning packaging placed on the Spanish market to both Ecoembes and MITECO, covering household, commercial and industrial packaging. For producers of electrical and electronic equipment, we also manage the relevant registration and reporting obligations associated with WEEE in accordance with applicable Spanish regulations.
As most foreign producers do not have their own administrative infrastructure in Spain, our services also cover the procedures required to establish their identification and digital access before Spanish public authorities. Tedalian assists clients in obtaining a Spanish Tax Identification Number (NIF) for non-resident entities and coordinates the issuance of the digital certificates required for electronic communication with the Spanish administration. We support companies throughout the digital identification process, including the preparation of notarised powers of attorney, obtaining the necessary identification numbers for company representatives and configuring digital certificates that enable electronic registration, reporting and submission of declarations.
In parallel, we provide advisory support to companies entering the Spanish market for the first time. This includes training on EPR obligations, assistance with packaging classification, preparation of initial declarations, support in using Ecoembes platforms and guidance on the interpretation of Spanish environmental regulations.
