
Tedalian as an Expert Panellist at the Polish-Spanish Chamber of Commerce Webinar
Tedalian Enterprise Services participated as an expert in a webinar organised by the Polish-Spanish Chamber of Commerce, dedicated to packaging regulations applicable to products placed on the Spanish market by Polish companies.
The objective of the event was to provide exporters with a practical understanding of the obligations arising from Spanish environmental regulations, particularly the Extended Producer Responsibility (EPR) framework and legislation governing packaging and packaging waste. Tedalian’s contribution focused on the changes introduced by Royal Decree 1055/2022 and Law 7/2022, as well as their implications for foreign companies selling products in Spain.
During the expert panel, Tedalian explained the definition of a producer of products under Spanish legislation and the scope of responsibilities applicable to companies placing packaged goods on the market. Particular attention was given to businesses established outside Spain, including Polish manufacturers selling directly to distributors, retail customers or Spanish consumers through e-commerce channels.
Tedalian also presented the role of the Authorised Representative, whose appointment is a key compliance requirement for foreign producers falling within the scope of the applicable regulations. Participants were introduced to the registration process with the Register of Product Producers (Registro de Productores de Producto) administered by the Spanish Ministry for the Ecological Transition and the Demographic Challenge, the requirements for joining collective EPR schemes, and the obligations associated with submitting annual declarations on packaging placed on the Spanish market.
A significant part of the presentation focused on the practical administrative process. This included obtaining a Spanish Tax Identification Number (NIF) for a foreign company, securing a digital certificate, entering into an agreement with the appropriate collective producer responsibility scheme, registering the producer and preparing both initial and subsequent reporting declarations.
The presentation was complemented by practical examples illustrating different business models, including sales through a local distributor, private label manufacturing and direct online sales to Spanish customers. This enabled participants to better understand which entity bears EPR obligations under each business model and what steps should be completed before sales begin in Spain.
